双维伊士曼纤维有限公司成立于2011年5月30日，由中国双维投资有限公司(占股40%)、伊士曼化工香港有限公司、安徽中烟工业有限责任公司和百事佳发展有限公司共同投资设立。
烟用二醋酸纤维素丝束项目一期设计规模年产3万吨，占地面积177.7亩，总投资概算人民币近16亿元。该项目于2009年6月开始筹备，次年11月取得国家烟草专卖局批准，12月取得安徽省发展和改革委员会核准，2011年12月19日开工，2013年8月开始调试并于8月28日生产出第一包丝束成品。
按照国家局“高起点设计，高质量建设，高水平运营”的要求，公司采用了全球领先的二醋酸纤维素丝束制造技术，在节能高效的浆液过滤技术、柔性化纺丝生产、MESA为核心的制造信息化以及设备与装置的自动化方面具有突出的优势。
年产3万吨二醋酸纤维素丝束项目采用国际领先的伊士曼二醋酸纤维素制造技术，具有安全、环保、降耗节能和生产效率高等突出优点。该项目的产品二醋酸纤维素丝束，作为烟用过滤嘴的主要原料，具有环保、无毒无味、热稳定性好等特点，能选择性的吸收烟草中的有害成份，减小吸烟对人体的危害，具有极大的社会价值；投产后，年销售收入将超过10亿元人民币，年上缴所得税约7000万元，增值税约7000万元，具有较大的经济价值。

Eastman Shuangwei Fibers Company Limited(ESFC) was founded on May 30, 2011 jointly by China Shuangwei Investment Corporation (40% shares), Eastman Chemical HK Limited, China Tobacco Anhui Industry Corporation and Bester Development Co., Ltd..
ESFC has built and run an acetate fiber tow plant with Phase I annual output of 30,000 tons, total area of 177.7 mu(11.87 hectares) and total investment of near RMB 1.6 billion.
Preparation for Acetate Fiber Project was made from Jun., 2009. The Project of annual output of 30,000 tons acetate cellulose tow was approved by State Tobacco Monopoly Administration of China and Anhui Development and Reform Commission in Nov. and Dec., 2010. Plant construction commenced on Dec.19, joint commissioning in May 2013, the very first package of conforming tow produced on Aug. 28 and all the production line output conforming products in Oct.
According to the instruction of "high class design, high quality construction and high level operation" of China National Tobacco Corporation, ESFC adopted the edge cutting technology of Eastman Chemical in acetate fiber production, boasting outstanding characteristics and comparative advantages in energy-saving dope filtering, flexible spinning production, MESA-cored production informatization and equipment automation.
Armed with a world leading cellulose acetate tow production technology introduced from Eastman Chemical, ESFC is blessed with a safe, environment-friendly, energy saving and efficient production. The project manufactures diacetate cellulose tow (acetate fiber), as a major raw material for cigarette filter. The acetate fiber stands out as an environment-friendly, non-toxic, odor-free product boasting favorable thermal stability and profound social significance that can absorb hazardous substances from tobacco and minimize the harm to smokers. As putting into operation, ESFC's annual sales revenue will exceed RMB 1 billion, with annual income tax totaling nearly RMB 70 million and annual value-added tax totaling nearly RMB 70 million.
